THE CITY BOUNDARIES
The organization of Forums in France since ten years has allowed the World-Wide Federation of Young Architects (FMJA) and the French Section of the International Architects’Union to be registered by the United Nations Center on Human Establishments (CNUEH-Habitat) and at the European Community Development Organization (OCDE) as Non Governmental active Organizations (ONG).
The chosen item for the VIIth Forum « The City Boundaries » on the example of Perpignan and the bordering municipalities, follows from the last Forums organized in our department : The City and Social Housing, Social Housing in Rural Environment, the University and the City, the Evolution of a Mountain Village, the Cross-Border Cooperation., The Sustainable Development of the Tet Valley .
The City Boundaries set up a zoom of the last Forum where was advanced among other things the concept : the river , vital lead of urban development, in a sustainable mind .
The main interest for the evolution of the VIIth Forum , is the identification of the solutions favouring at once :
We hope that all the actors of the City, the Elected representatives, the State, the Region, the County but also the Public Corporations, the Consular Chambers, Manufacturers, local Firms, the concerned Associations, the Population will know how to help us, to make this VIIth International Forum of Young Architects to be a great success.

PERPIGNAN - FROM 16TH TO 27 TH JULY 2000
THE CITY BOUNDARIES
1 - INTERNATIONAL COLLOQUY : 16th and 17th July 2001
The first two days of the Forum will be given to an International Colloquy with topic «Do the City Boundaries exist ? » .
The debates of the Colloquy will stress on the making of the city, on the city development stategies, on the solidarity « town-country », on the harmonious development of the urban area .
This Colloquy will gather experts and specialists from different concerned Administrations, both French and International (U.N.O., U.N.E.S.C.O., the European Community etc…) .The results of these two days’work will contribute to provide the reflection on the sustainable development of the cities and will elaborate new appropriate scenario for the future . Reliable answers must emerge from the Colloquy, to the often contradictory questions that urbanity and rural society meet .
Because the XXth century saw the failure of the city and the multiple tools produced and proposed to the Elected representatives haven’t been effective :
The Colloquy must bring out new tracks of the development of the city and the villages and will help the participants of the Forum to work on the City Boundaries .
The Colloquy will be coupled with different exhibitions :

2- 1 PREAMBLE
Until the demolition of the city walls, Perpignan was very defined as many towns, the contrast between the bordering villages and the city was marked .
At the beginning of the century the walls disappeared and Perpignan anarchically developped along the main roads, in a remarkable site between sea and mountains, unaware of theTet crossing, the main river of Roussillon in the middle of a fertile plain .
The intensive development of the means of communication make the city to lose one of its main functions: the place of trade exchange . This one, space eater developped outside (the business park often eroding gradually the agricultural spaces) .
The city expands like the « fingers of a hand » (along the main roads) and this anarchical development generated vacant spaces . At the same time the means of communication have made « dormitory surbubs » with their problems .
It’s necessary to think about non only the city boundaries of Perpignan, but also on the development limits of the villages of the outer surbubs .
It’s in this context that the VIIth Forum wants to think on the district identity and the urban unity, on the surrounding villages identity and the built up area, that is the city boudaries .
The result of the Forum should contribute to enrich the reflection of the Municipality on an urban project of the City .
2 – 2 PROGRAMME OF INTERVENTION AND SITES
From the diagnostics of the city and of the surrounding villages, and the lessons drawn from the International Colloquy, the teams will receive a document about the sites on which they will have to work .
This document will include the main information about the sites : town planning documents, graphics documents of the site, approach indications, etc …
The sites and their items will be defined with the local elected representatives during the preliminary phase of the Forum .
2.3. THE FORM OF THE PROPOSALS
The rendering will be constituated of four A1
(84 x 60cm) boards vertically presented.These boards will contain :
1°) A general concept of the Sustainable City boundaries.
2°) A prospective for an integrated project in the environment.
3°) Proposals for sustainable housing or facilities in relation to the chosen item .
4°) Free board illustrating the 3 previous boards.
The propositions will be given on the evening of Thursday 26th July 2001.
The oral presentation will take place in front of the Jury on Friday 27th July 2001 at 9 A.M.
The results and the commentaries of the Jury will be announced on the same day at 6 P.M.
3-MANIFESTATION
3.1. THE PLACE :
Perpignan – Pyrénées Orientales (France)
Young Architects or Landscape Architects from all over the world and trained by international animators, will work on the site.
3.2. THE DATES :
From 16th to 27th July 2001, including the International Colloquy on 16th and 17th July 2001.
Participants will be welcomed on Monday July 16th until 10 A.M.
Official opening of the Forum at 11 A.M., the International Colloquy will start the same day at 2 P.M. and will continue all the following day.

3.7. THE PRINCIPLE :
This event, just as the colloquy and exhibitions want to be the origin of thinking, exchange, for professional architects, urbanists and economists. They will elaborate together proposals combining architectural creations and local development and respect of the environment, going further into Sustainable Development .
It allows architects from all over the world and from different cultures to meet and exchange working methods and give a new vision on the proposed item, through a great diversity of origins and cultures.
3.8. THE FINANCING :
The global budget covers :
- the preparation and general functioning of meetings (lodging, intendance, local transport, supplying) ;
- the preparation and the diffusion of the final report (brochures, exhibitions of the works in France and abroad).
3.9. THE FUNCTIONING :
As in previous years, during two weeks, the participants are architects, economists, landscape architects who are under forty years old, as well the animators and lecturers who will exchange ideas, information and methodologies about the Sustainable City and its boundaries.
The greatest specialists will supply the participants with information during the Colloquy which will precede the Forum. An international jury will judge and will reward the different proposals.
The projects, which are the architects’ teams work, will be presented in an exhibition and in the publication of a bilingual brochure. It will present the different propositions accompanied by the jury’s comments.

3.11. THE SELECTION :
- The number of participants is limited to 50 architects.
- The selection will be based on the curriculum vitae : join to the registration form a
concise document illustrating the candidate’s experience relating to the theme of
the competition.
- Reception before 30/04/2001, 12 p.m.
- According to UNESCO norms, the participants will be architects, urbanists, economists,
landscape architects under forty years old.
- The candidatures are opened to young graduate professionals or future graduate
students.
3.12. THE PROGRESS :
- The teams will be composed of five architects, urbanists, landscape architects or
economists from different nationalities, one of them will be French at least.
- The teams will be chosen by drawing of lots.
- The final program will be given to the participants after their arrival on the site.
- A two days International Colloquy animated by Sustainable City specialists will complete
these information.
- The projects will be conceived during the Forum.
- The international jury will be composed by Architects and acknowledged experts,
members of the International Architects’ Union and local important persons
straightly involved in the selected theme.
- The rewards will have a symbolic nature.
- The results will be presented to local personalities administrators and politicians.
They will be exhibited at the International Union Congress of Architects in Berlin in 2002.
- The official languages are French and English.
3.13. TRAVEL AND LODGING :
- Lodging, meals and local transport will be supplied by the organizers.
- Transport expenses and visa to go to the site of the Forum will be chargeable to participants.
